Electrical Services Division

Accomplishments - Calendar Year 2003:

  • Designed the MacArthur Underground District
  • Continued to negotiate with the California Public Utilities Commission (CPUC) to enhance the Undergrounding rules.
  • With our good customer service response and follow-up, we exceeded the 94% percent of Oakland residents surveyed satisfied with service response.
  • 49 new streetlights were installed.
  • At the end of December 2003, PWA-Electrical re-lamped 6,000 streetlights and anticipates continuing this program on an ongoing basis with approval of CIP funding.
  • Met the performance measure goal of 90% of traffic signal repair calls responded to within 2 hours on average.
  • We have also, met the City Council goal of two hours on average to repair traffic signals.
  • The Electrical Division installed and/or coordinated the installation of 13 new traffic signalized intersections, installed pedestrian signals at 70 intersections.
  • Installed 12 new traffic signal controllers to reduce failures.
  • Video vehicle detection installed at 11 intersections.
  • The Energy Section participated on a team with Quantum Consulting, Xenergy, Energy Solutions, kW Engineering, Berkeley and other East Bay cities to form the East Bay Energy Partnership which secured over $5 million of energy program funds from the California Public Utilities Commission for energy efficient projects throughout the East Bay, including the Oakland community.
  • Collaborated with the Port of Oakland's Terminal Expansion team and the Department of Energy, Lawrence Berkeley National Laboratory (LBNL) and Eley Associates to create a design for the Oakland International Airport's Terminal II expansion and renovations that uses an estimated $110,000 less energy cost each year.
  • Solicited proposals for Solar Power systems on 12 City buildings. Proposals will be evaluated in 2004.
  • Surveyed a total of 50 lighting retrofit sites throughout Oakland, with estimated savings of $75,000 per year. 16 of these sites were completed in 2003, in an effort that included Xenergy of Oakland to secure approximately $93,000 in rebates.
  • The Energy Section is working with LBNL, to reduce electricity consumption in the City's streetlight system. Six manufacturer's electronic ballasts have been bench tested, and shortly the City will be installing a test group, comprising 1,500 electronic ballasts.
